Five Specialist Divisions Working as One Contractor

Flamestar’s divisions are designed around public-sector and framework requirements – giving clients a single, compliant contractor across maintenance, retrofit, civils, new build and compliance.

Divisions Overview

Each division can operate independently or as part of a combined programme allowing Flamestar to support frameworks, DPS call-offs and one-off projects.

01. Property Maintenance & Responsive Repairs

Division 1 delivers day-to-day and planned property maintenance for social housing and public-sector assets. We work in both occupied and void properties, coordinating closely with housing and asset management teams to minimise disruption.

Our capability covers responsive repairs, void refurbishments, kitchens and bathrooms, roofing repairs, external works and minor civils – delivered under framework call-offs or direct contracts.


Pricing can be aligned with NHF, M3/NHMF or client-specific SoR codes where required.

Focus: housing stock, public buildings, occupied & void properties

  • Void refurbishments and turnarounds

  • Kitchens & bathrooms – strip-out and installation

  • Responsive repairs – carpentry, plumbing, glazing, plastering

  • Roofing repairs and small renewals

  • External works – paths, ramps, fencing, minor civils

  • Internal fire-stopping & small compliance work

02. Insulation & Retrofit

Division 2 supports decarbonisation and energy-efficiency programmes for housing associations, councils and framework providers. We work under PAS 2030/35 processes with Retrofit Coordinators, Designers and Assessors.

Services include insulation measures, fabric-first retrofit solutions and associated property works, delivered to funding and compliance requirements for ECO and SHDF schemes


Documentation is aligned to PAS 2030/35 and TrustMark requirements where applicable.

  • Loft, cavity and internal wall insulation

  • Room-in-roof and flat roof insulation

  • Draught-proofing and fabric upgrades

  • Associated making good and minor building works

  • Programme delivery for ECO / SHDF funding

03. Civils, Groundworks & Concrete

Division 3 delivers civil engineering, groundworks and concrete services for new builds, refurbishments and infrastructure works. We support public-sector clients, developers and principal contractors.

Our teams are experienced in foundations, drainage, external works, RC slabs and structural concrete, with a strong focus on programme, temporary works and coordination with other trades.


Packages can be delivered as standalone civils contracts or integrated with other Flamestar divisions.

  • Site clearance and enabling works

  • Foundations, footings and ground beams

  • Drainage, manholes and associated civils

  • RC slabs, retaining walls and structural elements

  • External works – kerbs, paving, paths, hard landscaping

  • Coordination with principal contractor and design team

04. New Build Construction & Developments

Division 4 focuses on new build and development opportunities, particularly small-to-medium residential schemes and infill sites. We can operate as main contractor or specialist package contractor.

Our approach is to combine our civils, structural and finishing capability with strong programme control, quality management and a clear handover process to the client or asset manager


Delivery can include design & build partnerships alongside professional teams and developers.

05. Compliance, Quality & Tender Management

Division 5 is Flamestar’s central engine for compliance, quality and tender management. It ensures that all projects and divisions operate within robust governance, health & safety, environmental and quality frameworks.

This division manages accreditations, policies, method statements, risk assessments, social value, frameworks onboarding and audit responses – reducing risk for clients and supporting successful bids.


This structure is designed to support public-sector procurement, frameworks and DPS participation.
